COSIG’s third goal is to develop a continuous quality improvement framework.
Process (formative) evaluation
    Identify facilitators and barriers to planning and implementation (P&I)
    Document steps to P&I
    Descriptive analysis of team formation and actions
    Development of team procedures and activities protocols
    Key informant interviews

Services Pilot Evaluation
Process (formative) evaluation
    Development of model of action and fidelity measure
    Assessment of team status and environment
    Assessment of service satisfaction
    Using Geographical Information Systems (GIS) to identify access parameters
Outcome (summative) evaluation
    Quasi-experimental design comparing Windward Oahu with Leeward and Central Oahu
    Multiple levels of assessment including system, client, and cost variables
    Possible variables include: substance use, mental and medical symptoms, level of functioning, recovery attitudes and activities, service use and intensity, types of services used, and others
