Objective: What is the grant to do?
The grant is to help us transform mental health services in Hawai`i. Transformed mental health services span from prevention to effective intervention and recovery. There is “no wrong door” to services and mental health is part of overall health care. The grant is funded by CMHS to advance the vision and goals of the final report of the President’s Freedom Commission on Mental Health (http://www.mentalhealthcommission.gov), using the 19 recommendations as guide. Specifically, the grant is to develop and implement a Comprehensive Mental Health Plan (CMHP) in Hawai`i, based on a Needs Assessment and Resource Inventory (NA/RI).

Outcome: What should the Comprehensive Mental Health Plan support?
What SAMHSA Wants… What we mean…
Increase availability of high-quality services Get good mental health services to everyone
Overcome existing system fragmentation The system works together; there’s "no wrong door"
Increase flexibility of resource use Spend money so the system "works", not just "meets the rules"
State and local governments are more accountable, including to consumers and families Get government to answer to ALL stakeholders, not just to money interests
Expand the options and array of services and supports Offer more services and supports, from prevention to recovery

Process: How will we develop the Comprehensive Mental Health Plan?
SAMHSA requires that we set up a Transformation Working Group (TWG) which is convened by the Governor. This group is to guide the development of a Comprehensive Mental Health Plan and its implementation. Seven Subgroups help assure broad community and stakeholder input. Click on a Subgroup for more information:
1. Promoting & Understanding Mental Health
2. Consumers & Families as Drivers
3. Early Intervention
4. Accelerating & Expanding Quality Services
5. High Tech & Local Touch
6. Workforce & Community Supports
7. Evaluation

An Evaluation Team develops a Needs Assessment and Resource Inventory (NA/RI) in the first year and helps us measure the effect of the Comprehensive Mental Health Plan over the course of the project.

In other words, the Transformation Working Group will oversee staff to go into the community to find out what we already have and what we still need. Then, the Group will write it all down in a plan and will help us be sure that changes are made.

Funding: What can we do with the money? (NO DIRECT SERVICES!)
What SAMHSA allows… What we mean…
Needs Assessment and Resource Inventory Find out what we already have and what we need
Strategic Planning Plan where we want to be
Policy formulation and implementation Change rules that get in the way
Development or expansion of consumer, family and provider networks Empower and grow projects
Expand the options and array of services and supports Get funds for the necessary services and supports

Participation: How can I get involved?
You could participate in the Transformation Working Group process as a member of the Subcommittees. Or, you could participate as a community member in focus groups, interviews, talk story sessions, and you can always contact us directly with ideas. Please contact us if you are interested in helping to transform mental health services in Hawai`i!
