Clinical Operations

MI/SA & Special Populations

  Eva Kishimoto is dually certified as a Diplomate in Clinical Social Work and as a Certified Substance Abuse Counselor. With over 20 years providing mental health services in Hawaii, she has an extensive array of experiences providing direct clinical services and extensive experience in program development. She has also provided direct care in long term out-patient therapy, day treatment, and in-patient hospital. She has long been affiliated as clinical faculty to a number of mental health training programs in the state. She currently serves as clinical staff to the UH School of Social Work and John A. Burns School of Medicine Department of Psychiatry providing supervision to residents and interns. She served locally and nationally in the area of public mental health with a focus on co-occurring mental illness and substance use disorders.


  • Ms. Kishimoto has been instrumental in obtaining a number of federal grants to develop programs, policies and infrastructure for mental health service development. This has resulted in infrastructure enhancement and technical assistance to providers to support special populations in AMHD.
  • In AMHD, Eva Kishimoto serves as a special populations service director, focusing on co-occurring mental illness along with substance use disorders, intellectual disabilities, youth to adulthood transitions, and older adults.

    AMHD/DDD PRACTICE GUIDELINES
    To increase the collaboration of people who are jointly served by both the Adult Mental Health Division (AMHD) and the Developmental Disabilities Division (DDD), a cross division task group met and generated basic principles which provides foundational tools to guide joint service delivery. These basic principles are not meant to be an exhaustive list, rather it was generated to assist in operationalizing some of the basic philosophies and values of both Divisions.

    Hawaii Youth Helping Youth is a program sponsored by Hawaii Families as Allies (HFAA) and it provides support and helps youth advocate for themselves in the areas of Special Ed and Mental Health services.

    Wai Aka is a youth program affiliated with the UH Manoa Center for Disability Studies. It is focused on helping youth with the transition to adulthood - especially those in the Kalihi-Palama area of Honolulu.
